The 14-year-old victim said she was with Allen, who is a friend of mother’s, at his home. While the teen was talking about going through difficult times due to her mother possibly having cancer, Allen asked her to come to his bedroom.

In the bedroom, the police say Allen offered the victim a wax substance known as Dab. The victim declined Allen’s invitation to smoke the substance twice before doing so from a glass pipe. The girl said afterwards that she felt “weak with hand numbness.”

Allen then allegedly pushed the teen on her back and kissed her while laying on top of the girl. He then performed oral sex on the victim and rubbed his penis on her vagina.

After hearing a knock on the bedroom door, Allen told the teen to pull up her pants. When she left the room, the victim texted a friend telling them she had been raped.

The friend took the girl to Primary Children’s Medical Center and was given a sexual assault examination. Upon leaving the hospital, the girl received a text message from Allen telling her not to say anything about what had happened.

When interviewed by police on Nov. 17, Allen admitted he was in a locked room with the victim and had provided Dab to the teen.

Allen was arrested and is considered a substantial danger to the community as he was free on bail while awaiting trial on previous sexual assault charge.
